Scrap Metal Dealers

Why is registration required?

To be a scrap metal dealer, you need to register with Powys County Council.

A scrap metal dealer will not be able to carry out their business unless they have registered with the Council.  It is an offence to deal in scrap metal when there is no registration.  Summary conviction of this offence may lead to a fine up to £1000.

Who should apply?

Anyone operating as a scrap metal dealer within Powys is required to register with the Council.  A scrap metal dealer is defined as any person who carries on a business that consists wholly or partly of buying and selling scrap metal, whether it is sold in the form it was bought or otherwise.

A scrap metal dealer who has a scrap metal store must register with the Council in whose area the store is situated. 

If the scrap metal dealer does not have a scrap metal store they must register with the Council in whose area their business address is situated. If they do not have a business address then they must register with the Council in whose area they live.

How to apply

Applicants must provide the following:

  • their full name
  • the address of the dealer, or in the case of a company, their registered or principal office
  • the address of each place occupied as a scrap metal store, if any
  • if the business is carried on without a scrap metal store
  • if the business is carried on without a scrap metal store but the applicant occupies a place for the purposes of business, and the address of such a place

The registered dealer must notify Powys County Council of any changes to these details or if they cease to be a scrap metal dealer.

Once a completed application form is received and the information has been checked, the details are entered in the Council’s register of scrap metal dealers and a certificate of registration will be issued.

What if I don't hear from Powys County Council within the specified time?

You will be able to act as though your application is granted if you have not heard from Powys County Council within 7 calendar days of submitting your request.

There is no charge for this application.
