Local development plan

The Council has submitted the LDP to Welsh Government to begin the Examination process. The Ministers of the Welsh Government have appointed Mrs Nicola Gulley MA MRTPI as the Planning Inspector to conduct the independent Examination to assess the soundness of the LDP. The Powys LDP covers all of Powys except for those parts of the county located within the Brecon Beacons National Park. It plans up to 2026 and sets out the Council's strategy for the sustainable development of the area.

A final hearing session in relation to renewable energy was held by the Planning Inspector on the 10th Jan 2018. The hearing session part of the LDP’s Examination in Public has now concluded.

At the final hearing session the Inspector stated that she anticipated submitting her draft report to the Council for fact-checking by no later than the 28th Feb 2018. Once received the Council will have two weeks to fact check the draft report. It cannot be published or its contents made publically available because it is still draft. Once the draft has been checked and returned to the Inspector it is anticipated the Council will receive the final report within three weeks.

Once the final Inspector’s report has been received the Council has eight weeks in which to adopt the LDP. After its receipt, a copy of the report will be published on this website and copies placed in the four main Council offices and in all Powys public libraries. All interested persons / parties will be notified.

The report will be submitted to a meeting of Powys County Council (date to be confirmed) to seek its resolution to adopt the LDP. On its adoption, the LDP will become operative and the Council will notify all interested persons / parties. On the day of adoption, a six week period will commence to allow possible challenges to be made to the validity of the LDP in accordance with Section 113 of the Planning and Compulsory Purchase Act 2004.
