Street Care & Cleaning

In accordance with the Environmental Protection Act 1990, Powys County Council has a duty to keep its relevant land clear of litter and refuse, as far as practicable.

What we do

The relevant land includes public highways, car parks, amenity areas and Authority owned housing land.

All such land has been categorised into cleansing Zones with regard to the ‘Code of Practice on Litter and Refuse’ issued in conjunction with Section 89 of the Act. As a result, each Zone receives an appropriate level of cleansing be that on a daily, weekly, monthly etc. basis. 

How we do it

In practice, the Service includes :-

  • the manual and mechanical sweeping of footways and channels

  • litter picking of amenity areas and other land

  • emptying of litter bins and dog waste bins

  • removal of fly tipping

  • removal of animal carcasses

  • removal of fly posting and graffiti

  • cleaning of Authority owned bus shelters

The standard of cleansing is regularly monitored and recorded in accordance with the requirements of national performance indicator STS/001.
