Highways Development Control

The Development Control section provides highway advice on all planning applications made within Powys, approves detailed engineering drawings and supervises all estate road construction with respect to Section 38 (Highways Act 1980) Agreements and issues Advanced Payment Code notices. The section also helps to secure developer contributions (‘planning gain’) through the Town and Country Planning Act to improve local transport infrastructure, helps to secure ‘green’ travel plans for new developments and responds to all local land search enquiries.

Advice is provided to developers in person by staff and through the Design and Technical Guides for Industrial and Residential Infrastructure publications (2002). The unit takes a positive view to the challenges for the future in a changing environment, balancing the need to minimise transport and travel impact of any new development on the existing highway and wider environment, whilst enabling economic and social development for the benefit of Powys.
