The Blue Badge Scheme provides a national arrangement of parking concessions for people with severe walking difficulties, who travel either as drivers or passengers. The object of the concessions is to assist those qualifying for badges to lead a normal life by making it easier for them to visit shops, restaurants and other local amenities by parking closer to their destination.
The government has reformed the Blue Badge Scheme to tackle badge fraud and misuse and to make the scheme fairer and more sustainable in the long term. The reform programe has been developed at a national level by the Department for Transport (DfT) in consultation with disabled people, local authorities and other stakeholders following research and economic analysis.
All Local Authorities have joined the new national database of blue badge holders, which will assist in dealing with fraud.
Local Authorities are no longer permitted to produce Blue Badges themselves, badges are produced through a new national contract and will be posted to your home address as usual. You still apply for blue badges locally through Powys County Council.
The design of the badge has changed to make them better quality. They will be harder to copy, forge or tamper with.
We charge £10 for all Blue Badges that are lost by the badge holder.
You are automatically eligible to apply for a Blue Badge if you are over three years old and meet one of the following criteria

If you do not auto qualify for a Blue Badge your application will be referred to the councils social care team who will determine eligibility. We may write to your doctor to confirm your disability providing you have given us permission for this on the application form.
The decision whether or not to issue a Disabled Parking Badge rests solely with the County Council. We may withdraw a badge if there is reason to believe it has been misused. The badge is for the sole use of the person to whom it is issued and they should not allow it to be used by others.
There will be occasions when people do not fulfill the criteria and their request for a badge is declined. They may wish to reapply if their condition changes.
A new style application form has been introduced for both first time applicants and those renewing. The new form asks in-depth questions about your disability and also requires a number of declarations to be signed and documents to be produced before an application can proceed. These additional checks are part of efforts to eliminate fraudulent applications, as fraudulent use of Blue Badges adversely affects genuinely disabled people who are using the scheme correctly.

Once you have completed your application form online you will be asked to print the form, sign it and return it to the Council including a passport style photograph with your name clearly written on the back.

The completed application form should include one passport style photograph.
We will want to see evidence of who you are and where you live, as well as evidence of any disability / allowance you may be receiving (e.g. disability living allowance or PIP).
If you are in receipt of Housing and/or Council Tax benefit we may already have some of the evidence to support your application. We can use this providing you have given us permission on the form.
