Reporting Anti-Social Behaviour

Anyone affected by anti-social behaviour can report their concerns to any of our Housing Offices and receive advice and support from their local Housing Officer.  In some cases, however, the case may be refereed to one of our partner agencies if it is felt that another agency may be more able to assist.

All reports will be logged on a database and the information used for monitoring purposes.

What is Anti-Social Behaviour?

The Crime and Disorder Act 1998, defines Anti-Social Behaviour as  “conduct that causes or is likely to cause harassment alarm or distress to any person not of the same household.”

The Housing Act 1996 as amended by the Anti-Social behaviour Act 2003 defines anti-social behaviour as “conduct which is capable of causing nuisance or annoyance to any person, and which directly relates to or affects the housing management function of a relevant landlord.”

Our Approach to Anti Social Behaviour (ASB)

We take a victim-centred approach ensuring that complaints around anti-social behaviour are taken seriously. Each occurrence or incident reported will be dealt with on a case-by-case basis and any investigations will be carried out in a sensitive manner. Staff will work to create an environment where the victim feels that they are being listened to and that their complaint is taken seriously. Staff will take a non-judgmental approach to the victim and will give encouragement to him/her to explain their concerns and will keep them informed of developments.

We will work closely and share information with all of the agencies that form the Powys Community Safety Partnership to prevent, investigate and take action against the perpetrators of Anti-Social Behaviour.

Action we will take when Anti-social Behaviour Occurs

We are committed to taking a range of interventions as appropriate to each occurrence of anti-social behaviour.  These include:

  • Warning letters
  • Warning visits
  • Injunctions
  • Providing support to either “victim” or “perpetrator” (or both)
  • Community Mediation
  • Referral to other enforcement agency (eg Police, Environmental Health etc)
  • Acceptable Behaviour Contracts
  • Anti-Social Behaviour Orders
  • Eviction

Different problems call for different solutions and interventions.  We will formulate an action plan for each case, each action plan will be agreed in consultation with the victim.
