Whether you’re a landlord or home owner, we may be able to provide zero interest loans to make property improvements. We have funding through Welsh Government initiatives as well as our own schemes.
Improvements may include, energy efficiency measures, repairing defects and even redeveloping empty homes. Loan amounts and repayment terms depend on type of work and may incorporate a processing fee. View our Funding and Advice factsheet for useful information.
Funded via Welsh Government, the purpose of the scheme is to provide short to medium term loans to help home owners improve the condition of their residential property. Loans of up to £5,000 per unit of accommodation can be considered to fund the cost of works necessary to make your home 'secure, safe and warm', such as replacing a roof. All loans will be zero interest however a small fee will be added to cover administrative costs. It will also be necessary to pass an affordability assessment to ensure that applicants are able to afford the repayments.

However, if you’re looking solely for energy efficiency improvements, such as insulation, there may be grant funding available through other bodies such as Welsh Government or your energy provider. We recommend you enquire for such grants before applying for any loan, by contacting the Energy Saving Trust or Resource Efficient Wales.

The Energy Company Obligation (ECO) is a grant scheme allowing energy efficiency improvements for customers in fuel poverty.
The Council has published a statement of intent allowing delivery of this scheme in Powys.
If your home (rented or owner-occupied) is energy inefficient and you spend 10% or more of your income on fuel (or are on benefits) you may be entitled to a grant for home energy efficiency measures involving heating upgrades and insulation.
Grants are administered by agents working on behalf of energy companies. Agents collect client details, perform home energy surveys and arrange works for successful applicants.
The Councils involvement is to simply vet applications, ensuring qualifying conditions are met.

The Welsh Government Warm Homes Nest scheme is here to help you keep warm and save money on your energy bills.
Nest is open to all householders in Wales and provides advice on saving energy, money management, energy tariffs, and benefit entitlement.
In addition to free advice, if you own or privately rent your home and you or someone you live with receives a means tested benefit, you may be eligible for home improvements at no cost. These may include a new central heating boiler or insulation.
