Powys County Council propose to construct a new Household Waste Recycling Centre, suitable for current and future recycling demands.
The site is to be located at Dyffryn Enterprise Park, Newtown and will comprise a yard area housing skips for residents to recycle their household waste including bulky items, electrical goods, oils, paints, metals, garden waste, etc, and will be managed during its operational hours to keep the site clean and tidy.
Powys, like all Welsh authorities, has been set challenging statutory recycling targets by the Welsh Government with a minimum of 64% recycling by 2020, rising to 70% by 2025. Currently 65% of all material collected through the kerbside, Household Waste Recycling Centres and Community Recycling Sites is recycled in Powys. To maintain and increase this level it is essential that infrastructure is secured for the long term provision of the service.
The Household Waste Recycling Centres in Llandrindod Wells, Brecon and Ystradgynlais are owned by the Council with the sites in Welshpool and Newtown privately owned by the contractor who operates the sites. This means that the options for operating the sites in the future are limited. By investing in sites the options for the longer term provision and viability of the service are increased.
This notice provides the opportunity to comment directly to the developer on a proposed development prior to the submission of a planning application to the local planning authority (LPA).
Any subsequent planning application will be publicised by the relevant LPA; any comment provided in response to this notice will not prejudice your ability to make representations to the LPA on any related planning application in accordance with Town and Country Planning (Development Management Procedure) (Wales) Order 2012.
