Who will be most affected?

This scoring methodology will negatively impact upon the communities of Llanfair Caereinion and Llanfyllin as they would lose their public transport connections. To mitigate this, we would look to develop a more community based transport solution.

This option delivers 17 bus services that would provide:

  • a connecting network of 8 inter-urban strategic bus service routes allowing people to get to key towns and centres of work/health in Abergavenny, Aberystwyth, Cardiff ,Hereford, Merthyr, Shrewsbury and Swansea

  • a retained “town” bus service for Brecon, Newtown, Welshpool and Ystradgynlais.

  • a further 5 routes connecting some more rural communities.

  • a network carrying around 867,000 passengers per year,costing approximately £1.8m per annum and covering over 2,246,429 kilometres.

How did we come up with this option?

This option has been created by applying a “score” to each service and ranking them in order of their overall score (highest to lowest).  The “cut-off” point is reached where the service provision costs around £1.8m per annum to operate. The scoring of each route was undertaken by applying the Regional Transport Consortia “TraCC”* scoring methodology.

Using this independent and robust scoring matrix, we have been able to analyse all our bus routes on the following factors:

  • The Catchment Population
  • Working Age Population
  • Current Frequency of Service
  • Healthcare provisions
  • Tourist or Leisure Destinations
  • Education establishments
  • Links to other transport modes
  • Settlements
  • Economic Activity
  • Job seekers
  • Younger People
  • Older People
  • Deprivation issues
  • Long-term health problems or disability

The list above produced a score for each individual bus service. In addition to this score, we then applied a ‘cost score’ for each service by taking the cost of providing the service and dividing by the total number of passenger journeys made during the 2014/15 financial year. This “cost score” was then multiplied by the route score to give the “total score".

This has given us a list of the 27 subsidised routes by scale of impact as shown in: Tables showing route costings - Option 1.

* Who is TraCC? TraCC brought together the highways and public transport functions of Powys, Ceredigion and the Meirionnydd district of Gwynedd to provide specific regional solutions to local integrated transport issues.
