Household Waste Recycling Centres Savings Survey

The Council has a challenging budget savings target of £29.8m over the next three years. One of the options to make savings is to close two of the five Household Waste and Recycling Centres by April 2017. This would make a saving of £700,000. Five options are being put forward for consideration.

Why do savings have to be made?

We have to reduce our spending across all services by approximately £29.8m over the next three years. This is mainly because there is an ongoing squeeze on public spending and a reduction in the grant that the council receives to deliver services.

A number of other services like libraries, schools and day care settings are also being tasked with making savings and this is one proposal amongst many. 

What are the options?

Options 1, 2 and 3 don’t make the target figure of £700k. If people prefer these the shortfall would need to come from elsewhere in the service’s budget.

Reduce opening days at all five sites to three days per week to include Saturday and Sunday and one weekday.

Potential savings = £140k

Does not meet the £700k saving target.

£550k would need to come from elsewhere in the budget.

Close one site (either one in Montgomeryshire or one in Brecknockshire - This would mean that either Welshpool/Newtown or Ystradgynlais/Brecon would close)

Potential savings = £350k.

Does not meet the £700k saving target.

£350k would need to come from elsewhere in the budget.

Close one site (as above) and reduce opening days at the remaining four sites

Potential savings = £462k.

Does not meet the £700k saving target.

£238k would need to come from elsewhere in the budget.

Close two sites leaving one in each shire. This would most likely mean leaving the site that was in the most central location so Newtown for Montgomeryshire and Brecon for Brecknockshire. There is only one site in Radnorshire at Llandegley.

Potential savings = £700k

Does meet the £700k saving target.

Close two sites and reduce opening times at the remaining three sites.

Potential savings = £784k

Does meet the £700k saving target.
