The Social Services and Well-being (Wales) Act is a law that gives you more of a say in the care and support you receive. The Act was introduced in April 2016. 

Fundamental Principles

Voice and control 

Putting the individual and their needs, at the centre of their care, and giving them a voice in, and control over reaching the outcomes that help them achieve well-being.

Prevention and early intervention

Increasing preventative services within the community to minimise the escalation of critical need.


Supporting people to achieve their own well-being and measuring the success of care and support.


Encouraging individuals to become more involved in the design and delivery of services. 

Multi agency 

Strong partnership working between all agencies and organisation.

How will this affect my care and support?

To help you keep as well as possible, you will make decisions about your care in partnership with professionals.  You will have easy access to information and advice about what is available in your area.

Carers and the person they care for will have an equal right to be assessed for support and more people will be entitled to Direct Payments.  

A new assessment process for care and support will be based on what matters to you as an individual. It will consider your personal strengths and the support available to you from your family, friends and others in the community.  

The assessment will be simpler and can be carried out by one person on behalf of a range of organisations.
There will be more services to prevent problems getting worse, so the right help is available when you need it.

Stronger powers to keep people safe from abuse or neglect will also be introduced.

What is Well-being?

We want people to have healthy, happy lives.

The Act will change the way local authority social services and other care services work together in partnership to help and support people. The Act will help make sure people enjoy well-being in every area of their lives.

Well-being doesn’t only mean being healthy; it means:

• being well in your emotions

• feeling safe where you live

• having every chance to do well at school

• having friends

• being a part of good, strong communities

• being safe from violence; and

• lots more
